And it&#8217;s not our problem. <\/strong><\/p>\n\n\n\n<!--more-->\n\n\n\n<h6 class=\"wp-block-heading\"><a href=\"https:\/\/mainemorningstar.com\/2026\/07\/27\/white-house-border-czar-says-ice-vetting-process-under-review-following-biddeford-shooting\/\" target=\"_blank\" rel=\"noreferrer noopener\">Maine Morning Star<\/a><\/h6>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. Immigration and Customs Enforcement\u2019s employee vetting process is under review as part of the investigation into the fatal shooting in Biddeford on July 13, White House border czar Tom Homan said Sunday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In&nbsp;<a href=\"https:\/\/www.cnn.com\/2026\/07\/26\/us\/video\/ice-officer-shootings-tom-homan-training-pause-vetting-digvid\" target=\"_blank\" rel=\"noreferrer noopener\">an interview with CNN\u2019s \u201cState of the Union\u201d on Sunday<\/a>, Homan said if allegations of domestic abuse are true, the officer involved \u201cshould not have cleared vetting.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Host Dana Bash pointed to court documents and allegations by two ex-wives of David Brouillette describing a history of domestic abuse and violence. Though Homeland Security has not officially released the name of the shooter, DHS officials confirmed Brouillette\u2019s involvement with the fatal shooting of 25-year-old Johan Sebasti\u00e1n Dur\u00e1n Guerrero to&nbsp;<a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/ice-officer-maine-shooting-history-violent-behavior-family-records-say-rcna587972\" target=\"_blank\" rel=\"noreferrer noopener\">NBC News<\/a>. Maine Morning Star has not independently verified the connection to the shooting, though one of the ex-wives did recount the abuse allegations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Court documents show that one of Brouillette\u2019s ex-wives filed several requests for protection from harassment and protection from abuse orders against him, for herself and on behalf of their minor child. Most of those were denied, though a judge did him to temporarily relinquish his firearms. In several requests, she alleged that he showed up at her workplace, was constantly calling and texting her and smashed her phone. In other requests, she said that he threatened her life with his gun, and that he was verbally abusive towards their eldest daughter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brouillette has denied these allegations and also filed several requests for protection against his ex-wife, including on behalf of their children.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investigations and interviews with relatives by the&nbsp;<a href=\"https:\/\/www.pressherald.com\/2026\/07\/16\/ice-agent-who-shot-man-in-biddeford-identified-as-former-maine-law-enforcement-officer\/\" target=\"_blank\" rel=\"noreferrer noopener\">Portland Press Herald<\/a>,&nbsp;<a href=\"https:\/\/apnews.com\/article\/ice-david-brouillette-johan-guerrero-maine-shooting-dbc30d6d59e2a95fb470afc188e125c6\" target=\"_blank\" rel=\"noreferrer noopener\">AP<\/a>,&nbsp;<a href=\"https:\/\/www.bostonglobe.com\/2026\/07\/24\/metro\/maine-ice-david-brouillette-hiring-shooting\/\" target=\"_blank\" rel=\"noreferrer noopener\">Boston Globe<\/a>, NBC News and others detail a history of violence.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen they hire somebody they put them through a vetting process and they look at all that stuff,\u201d Homan said. \u201cI know based on that information, that\u2019s part of the ongoing investigation. Did the vetting process fail? Was that information not available? Did they not know?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf this person had that type of history,\u201d he said, \u201cit would have been a vetting issue and it should have been brought to the attention of those who make those decisions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an effort to meet the Trump administration\u2019s deportation goals, DHS launched an aggressive campaign to recruit more enforcement agents, including waiving age limits and promising signing bonuses of up to $50,000. In January the agency&nbsp;<a href=\"https:\/\/www.dhs.gov\/news\/2026\/01\/03\/ice-announces-historic-120-manpower-increase-thanks-recruitment-campaign-brought\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a>&nbsp;it had hired more than 12,000 new officers in less than a year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Homan additionally noted that ICE\u2019s training protocols are also being investigated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bash asked about the&nbsp;<a href=\"https:\/\/mainemorningstar.com\/2026\/07\/14\/repub\/after-deadly-shootings-in-maine-and-texas-ice-reportedly-ordered-to-end-vehicle-enforcement-stops\/\">pause in vehicle-related enforcement stops<\/a>&nbsp;issued by Homeland Security Secretary Markwayne Mullin following the shooting, which President Donald Trump&nbsp;<a href=\"https:\/\/mainemorningstar.com\/2026\/07\/15\/repub\/trump-presses-ice-to-continue-traffic-stops-despite-fatal-shootings\/\">overturned<\/a>&nbsp;one day later.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile the pause was in place, you did say it was done for the safety of the officers and whether something could have been done\u2026whether more needed to be looked at,\u201d Bash said, asking Homan how all of that got accomplished during the day-long pause.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Homan said protocols around vehicle-related stops are still being reviewed. However, during the pause he said ICE Acting Director David Venturella \u201cdid make some immediate changes,\u201d primarily requiring at least one body camera on the site of all vehicle stops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo we have everything on video, so whether the officer does something right or does something wrong\u2026 It\u2019s on video,\u201d Homan said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lack of body cameras worn by the officers involved in the Biddeford shooting and elsewhere is something the&nbsp;<a href=\"https:\/\/www.npr.org\/2026\/07\/16\/nx-s1-5894825\/body-cams-ice-shootings\" target=\"_blank\" rel=\"noreferrer noopener\">Trump administration<\/a>&nbsp;and Republicans, including U.S. Sen. Susan Collins, have&nbsp;<a href=\"https:\/\/www.wvomfm.com\/episode\/rewind-07-16-senator-susan-collins-1200\/\" target=\"_blank\" rel=\"noreferrer noopener\">blamed on Democrats<\/a>&nbsp;because of the recent partial government shutdown. Earlier this year, Democrats refused to sign on to DHS funding without substantial immigration enforcement reforms, including body camera requirements. However, independent U.S. Sen. Angus King and Senate Democrats&nbsp;<a href=\"https:\/\/mainemorningstar.com\/2026\/07\/22\/repub\/king-senate-dems-press-dhs-chief-to-ensure-all-immigration-agents-have-body-cameras\/\">said<\/a>&nbsp;the department had sufficient time and resources to acquire body cameras, pointing to the $175 billion allocated by Congress to the agency in the past year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile DHS has previously acknowledged that body-worn cameras promote public trust and increase officer and public safety, accountability, and transparency, the Department has clearly not prioritized acquiring cameras,\u201d the senators wrote in&nbsp;<a href=\"https:\/\/www.shaheen.senate.gov\/imo\/media\/doc\/letter_to_secretary_mullin_on_recent_fatal_ice_shootings_ft9rt26t1pgf.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">a July 19 letter<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Maine Attorney General\u2019s Office is separately&nbsp;<a href=\"https:\/\/mainemorningstar.com\/2026\/07\/13\/maine-ag-announces-state-investigation-into-fatal-ice-shooting-in-biddeford\/\">conducting an investigation<\/a>&nbsp;into the fatal shooting of the Columbian national and father, who according to officials was&nbsp;<a href=\"https:\/\/mainemorningstar.com\/briefs\/pingree-king-say-man-killed-by-ice-not-the-target-of-warrant\/\">not the target of the enforcement order<\/a>.
