It is those outside of it with an agenda. <\/strong><\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\">By&nbsp;<a href=\"https:\/\/truthout.org\/authors\/pranav-jani\/\">Pranav Jani<\/a>&nbsp;,&nbsp;<a href=\"https:\/\/truthout.org\/\">Truthout<\/a><\/h2>\n\n\n\n<p class=\"\">&#8220;You can see it\u2019s pure hatred. They hate us,\u201d Jims Denis, a Haitian American who moved to Springfield, Ohio, five years ago, told the&nbsp;<a href=\"https:\/\/www.dispatch.com\/story\/news\/2024\/09\/14\/haitian-springfield-residents-say-they-dont-feel-safe\/75228724007\/\"><em>Columbus Dispatch<\/em><\/a>. \u201cI take my kids to the park usually; I cannot do that anymore. You know, I have to just stay home and just don\u2019t go out. We used to just go for a walk in the neighborhood, but we cannot do that anymore.\u201d<\/p>\n\n\n\n<p class=\"\">The public, racist attacks on Haitians immigrants in Springfield, an hour from where I live in Columbus, are not just about rhetoric. What gets said in Republican campaign speeches, media talk shows and social media diatribes has had an impact on day-to-day life.<\/p>\n\n\n\n<p class=\"\">The anti-immigrant and anti-Black racism targeting this community is being deliberately stoked by GOP presidential hopeful Donald J. Trump and his running mate, J.D. Vance, a U.S. Senator from Ohio. Trump\u2019s&nbsp;<a href=\"https:\/\/apnews.com\/article\/haitian-immigrants-vance-trump-ohio-6e4a47c52b23ae2c802d216369512ca5\">nasty lies<\/a>&nbsp;about Haitian immigrants in his September 10 debate with Vice President and Democratic presidential nominee Kamala Harris gave a national stage to the&nbsp;<a href=\"https:\/\/www.cbsnews.com\/news\/jd-vance-ohio-haitian-immigrants-false-claims-face-the-nation\/\">fabrications<\/a>&nbsp;previously&nbsp;<a href=\"https:\/\/www.npr.org\/2024\/09\/10\/nx-s1-5107320\/jd-vance-springfield-ohio-haitians-pets\">circulated by Vance<\/a>: \u201cThey\u2019re eating the dogs. They\u2019re eating the cats. They\u2019re eating the pets of the people that live there.\u201d These lies have been disproven, but the campaign has continued spreading them as Vance prepares for his own debate with Minnesota Gov. Tim Walz, Harris\u2019s running mate.<\/p>\n\n\n\n<p class=\"\">Adam Banks, pastor of the First Baptist Church of Springfield, talked to me about the impact of these words: \u201cSince the debate there have been disruptions in the everyday lives of all people in Springfield, Haitian and otherwise. Bomb threats have been cast toward institutions that all of our children and families need: schools, hospitals, grocery stores and City Hall. Though deemed bogus by authorities, these threats have had and will continue to have devastating effects on the mental health of everyone in Springfield, especially our children.\u201d<\/p>\n\n\n\n<p class=\"\">Reverend Banks noted that the attacks on Haitians have expanded at times into a general anti-Black violence: \u201cHaitian and non-Haitian Black folx have been targets of violence from drive-by shootings to physical, interpersonal attacks.\u201d<\/p>\n\n\n\n<p class=\"\">A host of Ohio politicians have followed the lead of Trump and Vance. Even as Springfield schools were closed on September 12 due to bomb threats with xenophobic messages, reliably racist Attorney General David Yost&nbsp;<a href=\"https:\/\/ohiocapitaljournal.com\/2024\/09\/13\/ohio-attorney-general-dave-yost-joins-conspiracy-chorus-about-haitians-in-springfield\/\">fanned the flames<\/a>&nbsp;by giving more credibility to \u201ca recorded police call from a witness who saw immigrants capturing geese for food in Springfield\u201d than to Springfield officials who debunked the conspiracy. Businessman and Ohio Senate candidate Bernie Moreno, who has been endorsed by Vance, called for&nbsp;<a href=\"https:\/\/ohiocapitaljournal.com\/2024\/09\/17\/amid-ongoing-threats-ohio-gop-us-senate-candidate-calls-for-deporting-springfield-legal-immigrants\/\">stripping documented Haitians of their papers<\/a>&nbsp;and deporting them.<\/p>\n\n\n\n<p class=\"\">Trump, Vance and the MAGA crowd are not simply being eccentric or outlandish. Following a long-established pattern in U.S. history toward immigrants, who have been scapegoated in these ways&nbsp;<a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/sep\/14\/racist-history-trump-pet-eating-immigrant\">again<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/stuartanderson\/2024\/09\/15\/blaming-immigrants-for-eating-pets-is-an-old-american-urban-legend\/\">again<\/a>, the GOP is trying to build popular support for their anti-immigrant policies by demonizing immigrants of color as out to disrupt and destroy their white neighbors\u2019 lives.<\/p>\n\n\n\n<p class=\"\">The&nbsp;<em>Dayton Daily News<\/em>&nbsp;<a href=\"https:\/\/www.daytondailynews.com\/nation-world\/haitians-in-ohio-find-solidarity-at-church-after-chaotic-week-of-false-pet-eating-claims\/RVFL6K3MDVBUXDCUMT5TVDUUUU\/\">reported<\/a>&nbsp;on September 16 that the aftermath of the debate has deepened fears of racial strife in a Haitian community that numbers 15,000 in \u201ca mostly white, blue-collar city of about 59,000.\u201d<\/p>\n\n\n\n<p class=\"\">Many Haitians have come to Springfield since 2021, under the federal government\u2019s Temporary Protected Status program (TPS), given the rise of gang violence and political crisis in Haiti, followed by a major earthquake.<\/p>\n\n\n\n<p class=\"\">In&nbsp;<em>The Haitian Times,&nbsp;<\/em>writer&nbsp;<a href=\"https:\/\/haitiantimes.com\/2024\/09\/17\/haitian-media-narratives-tech-4\/\">Macollvie J. Neel<\/a><em>&nbsp;<\/em>described how failed economic policies, poor social services, and racial prejudice laid the groundwork for conditions that Trump and Vance could manipulate with their base racism. A \u201crelatively small, dying town\u201d got on the map again because of the influx of Haitian labor and small businesses, but there was \u201ca failure of government to proactively plan for the immigrants\u2019 impact at the state, county and municipality levels \u2013 leaving local officials ill-equipped to absorb the influx.\u201d<\/p>\n\n\n\n<p class=\"\">Neel explains that Springfield is an example of a long-standing racial problem in the U.S.: \u201cSince its founding, both forced and voluntary migration \u2013 indentured servitude, chattel slavery, continuous immigration \u2013 Black and Brown hands have built this country,\u201d but have always been marked as outsiders. Republicans have used the American reliance on those hands, along with demographic changes, to fuel \u201cdistorted white replacement theories\u201d and the current hatred on display in Ohio.<\/p>\n\n\n\n<p class=\"\">Reverend Banks described what this meant on the ground well before Trump and Vance latched onto Springfield as their rallying cry. The presence of Haitians \u201chas been met with micro- and macro-aggression,\u201d Banks told&nbsp;<em>Truthout<\/em>. \u201c\u2018Staring\u2019 and \u2018noise\u2019 have been reasons for white residents to call law enforcement to remove Haitians from grocery stores, eerily echoing racially coded indictments on Black and Brown folx who transgress social and geographical boundaries.\u201d<\/p>\n\n\n\n<p class=\"\">Landlords took advantage of housing demands: \u201cHaitian members of the community have faced exploitation when renting, several groups living at the same address, all paying exorbitant amounts in monthly fees.\u201d All were then affected by skyrocketing houses prices. Long lines at offices and hospitals, as well as language barriers in schools \u2014 all exacerbated tensions, Reverend Banks said.<\/p>\n\n\n\n<p class=\"\">In&nbsp;<a href=\"https:\/\/www.newyorker.com\/news\/q-and-a\/a-haitian-immigrant-in-springfield-experiences-the-best-and-worst-of-america\">an interview<\/a>&nbsp;with&nbsp;<em>The New Yorker,&nbsp;<\/em>Viles Dorsainvil, president of Springfield\u2019s&nbsp;<a href=\"https:\/\/www.haitiansupportcenterspringfield.org\/\">Haitian Community Help and Support Center<\/a>, gave a further context for the rise of anti-Haitian hatred in this moment: misdirected anger after COVID-19 social assistance was taken away from a working class that badly needed it.<\/p>\n\n\n\n<p class=\"\">\u201cIn 2020,\u201d Dorsainvil said, \u201cmany Americans were given free social assistance, whether cash assistance or food assistance\u2026. But in 2023 and 2024, Americans had to re-enroll in programs, and they were no longer free. Now they believe that the government took the money from them to give to the Haitians. This is where the tension started to rise against the Haitians, with people saying that the government gave Haitians cash, which was a false claim \u2026 instead of looking for the truth, they just put it in their minds that those benefits that were taken from them were going to us Haitians. And they started to hate us.\u201d<\/p>\n\n\n\n<p class=\"\">These tensions came to a head&nbsp;<a href=\"https:\/\/apnews.com\/article\/ohio-school-bus-crash-fatal-students-suv-5bfc708b76a76e8b309c9e3321ca1a47\">in August 2023<\/a>&nbsp;when a child was killed in a school bus accident involving a Haitian driver. The tragic incident, Reverend Banks describes, \u201cled to packed out City Commission Meetings where predominantly White crowds spewed hateful, xenophobic speech about Haitian members of the community.\u201d The driver was wrongfully used to attack the entire Haitian community. In this context, Banks said, \u201cwhite supremacists (though small in number) held several demonstrations in downtown Springfield.\u201d<\/p>\n\n\n\n<p class=\"\">These were the conditions in which the false stories about pets took hold.<\/p>\n\n\n\n<p class=\"\">Springfield City Manager Bryan Heck and other officials have spent the weeks since the presidential debate debunking the hateful lies spread by Vance and Trump. Republican Gov. Mike DeWine, though still endorsing Donald Trump for president,&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/2024-election\/ohio-gov-dewine-defends-haitian-migrants-springfield-trump-vance-rcna171198\">called the rumors about Haitians, \u201cgarbage,\u201d<\/a>&nbsp;and denounced a Ku Klux Klan flier in Springfield whipping up anger against Haitians.<\/p>\n\n\n\n<p class=\"\">DeWine\u2019s comments, followed up by a&nbsp;<a href=\"https:\/\/www.nytimes.com\/2024\/09\/20\/opinion\/springfield-haitian-migrants-ohio.html\"><em>New York Times&nbsp;<\/em>editorial<\/a>&nbsp;in which he defended Haitian migrants to Springfield, are important in reducing the temperature in this moment. Historically, in many such instances of anti-immigrant hatred and violence \u2014 from the&nbsp;<a href=\"https:\/\/depts.washington.edu\/civilr\/bham_history.htm\">1907 Bellingham, Washington riots<\/a>&nbsp;against South Asians to&nbsp;<a href=\"https:\/\/www.npr.org\/2023\/09\/27\/1201878358\/migrants-staten-island-anti-immigration-protests-newyork\">2023 anti-immigrant protests<\/a>&nbsp;in Staten Island \u2014 when officials openly support the racists and fascists, life for immigrants becomes even harder.<\/p>\n\n\n\n<p class=\"\">And yet, part of DeWine\u2019s argument is that focusing on documented immigrants like the Ohio Haitians will \u201cdilute and cloud\u201d the GOP\u2019s \u201cwinning argument about the [southern] border.\u201d This attempt to demonize undocumented immigrants of color while defending those with papers shows ignorance of how anti-immigrant scapegoating works.<\/p>\n\n\n\n<p class=\"\">Trump\u2019s and Vance\u2019s dog whistles to their far right goons have incited their audience. Between September 13 and 16, bomb threats, often accompanied by racist language, led to the&nbsp;<a href=\"https:\/\/www.daytondailynews.com\/local\/4-days-of-threats-in-springfield-what-happened-from-thursday-to-today\/GYIMMNNO5NECTKYSWJB3BNEQDU\/\">shutting down<\/a>&nbsp;of schools, medical centers, colleges, offices, and other facilities. While no bombs were discovered, over&nbsp;<a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/30-bomb-threats-made-springfield-ohio-false-pets-claims-rcna171392\">30 threats<\/a>&nbsp;and a&nbsp;<a href=\"https:\/\/x.com\/TaylorPopielarz\/status\/1835706626617069684\">long list of lockdowns<\/a>&nbsp;have rattled the city, which is often the intent of bomb threats. (A spokesperson for DeWine has&nbsp;<a href=\"https:\/\/www.latimes.com\/world-nation\/story\/2024-09-17\/overseas-threats-hit-the-ohio-city-where-trump-and-vance-lies-slandered-haitians-over-dogs-and-cats\">claimed<\/a>&nbsp;that \u201cthe vast majority of the bomb threats came from foreign countries,\u201d though he declined to offer specifics and did not provide any evidence.) The media contact for Clark State College in Springfield told me&nbsp;<a href=\"https:\/\/www.clarkstate.edu\/community\/9-16-9-20-virtual-operations\/\">the college decided to go virtual<\/a>&nbsp;from September 16-20, giving a sense of the fear and uncertainty.<\/p>\n\n\n\n<p class=\"\">In that context, the&nbsp;<em>Haitian Times<\/em>&nbsp;and the&nbsp;<a href=\"https:\/\/www.haitiansupportcenterspringfield.org\/\">Haitian Community Help and Support Center<\/a>&nbsp;decided to cancel a planned public community meeting they had organized on Saturday evening, September 13, opting for a smaller, more private online conversation instead. As&nbsp;<em>The Haitian Times<\/em>&nbsp;<a href=\"https:\/\/haitiantimes.com\/2024\/09\/16\/haitian-immigrants-in-springfield-ohio-speak\/\">reported<\/a>: \u201cOriginally planned as an in-person community town hall, the meeting, part of an ongoing series organized by&nbsp;<em>The Haitian Times<\/em>, was moved to Zoom after the city received bomb threats tied to white extremists.\u201d<\/p>\n\n\n\n<p class=\"\">The Haitian community in Springfield is quite organized, with several groups emerging over the past few years. Besides the Haitian Community Health and Support Center there are also groups like the&nbsp;<a href=\"https:\/\/haitiancommunityalliance.org\/\">Haitian Community Alliance<\/a>, which actively supports and provides a platform for the local Haitian community.<\/p>\n\n\n\n<p class=\"\">Jacob Payen, a spokesperson for the Haitian Community Alliance told me that the group \u201cput together all local Haitian institutions such as businesses, churches and organizations. Our mission is to empower the Haitian community by joining our voices together. We have programs like English as a second Language (ESOL), drivers\u2019 education, homeless and veteran assistance, youth program. We\u2019re working to strengthen other Haitian institutions so we can have a harmonized community and city.\u201d<\/p>\n\n\n\n<p class=\"\">Among the many groups supporting Haitians are the Springfield branch of St.&nbsp;<a href=\"https:\/\/www.svdpspfld.org\/\">Vincent de Paul<\/a>, which helps with basic needs and information; the&nbsp;<a href=\"https:\/\/www.rockinghorsecenter.org\/\">Rocking Horse Community Health Center<\/a>, which provides health care to all regardless of income; and&nbsp;<a href=\"https:\/\/www.firstbaptistspringfield.org\/contact\">First Baptist Church\u2019s Cultural Connection Fund<\/a>, which, Reverend Banks told me, aims at \u201cenhancing cultural appreciation and promoting reconciliation within our community.\u201d<\/p>\n\n\n\n<p class=\"\">Since the antagonism against Haitians did not start a few weeks ago with Trump and Vance, as several Springfield- and Columbus-based Haitian and non-Haitian residents emphasized to me, Springfield was already involved in doing the work of building bridges across divisions. A colleague at Wittenberg University, located in Springfield, shared meeting notes from a coalition meeting downtown just after the debate. As one might expect, the Haitian Community Health and Support Center and the Haitian Community Alliance were there, as well as groups like&nbsp;<a href=\"https:\/\/www.ablelaw.org\/\">ABLE (Advocates for Basic Legal Equality)<\/a>,<strong>&nbsp;<\/strong>which offers free legal support for Haitian community members and others. But the meeting also included Springfield city officials and a representative from the office of the governor.<\/p>\n\n\n\n<p class=\"\">It is heartening to see that local groups and coalitions outside Springfield have immediately offered their support. Prominent among these is the&nbsp;<a href=\"https:\/\/www.haconet.com\/\">Haitian Community Network<\/a>&nbsp;of Columbus (HACONET). Members of that group&nbsp;<a href=\"https:\/\/www.facebook.com\/reel\/535085505721596\">visited Springfield<\/a>&nbsp;the weekend after Trump\u2019s attack to spend time with people there and support the community. On September 24, Marc FeQuiere, executive director of HACONET, participated in a&nbsp;<a href=\"https:\/\/www.dispatch.com\/story\/news\/local\/2024\/09\/26\/columbus-new-commission-immigrants-refugees-member-speaks-hate-directed-springfield-haitians\/75364682007\/\">Columbus City Council public hearing<\/a>&nbsp;to establish a commission on immigrants and refugee affairs.<\/p>\n\n\n\n<p class=\"\">The Columbus City commission on immigrants and refugee affairs has been a long time in the making, following a yearlong study by the City Council and Ohio State College of Social Work faculty showing the need&nbsp;<a href=\"https:\/\/www.dispatch.com\/story\/news\/2024\/06\/29\/columbus-city-council-ohio-state-finish-yearlong-immigration-research\/74202735007\/\">to better support immigrants to Columbus<\/a>&nbsp;\u2013 including Haitians. Immigrants, in fact, have&nbsp;<a href=\"https:\/\/www.dispatch.com\/story\/news\/local\/2024\/04\/15\/immigrants-driving-columbus-population-growth-economy\/73177445007\/\">accounted for over half of the population growth<\/a>&nbsp;in Columbus, which is Ohio\u2019s fastest growing metro area, from 2020-2023. But while Haitians were not the only focus of the commission, Columbus City Councilmember Lourdes Barroso de Padilla&nbsp;<a href=\"https:\/\/www.latintimes.com\/local-councilwoman-warns-anti-immigrant-rhetoric-ohio-today-its-haiti-tomorrow-its-another-560505\">directly connected<\/a>&nbsp;the current political attack on Haitians with the need for building stronger unity and support networks for immigrants.<\/p>\n\n\n\n<p class=\"\">\u201cThe strength lies in us being together as a unified community,\u201d the councilmember said at the public hearing. \u201cBecause today it\u2019s Haiti, and tomorrow it\u2019s another country. It is a narrative that \u2026 isn\u2019t fair and it creates chaos and it creates uncertainty and it creates an unsafe environment for entire communities, cities and countries. And certainly, here in the city of Columbus, we will not stand for it.\u201d<\/p>\n\n\n\n<p class=\"\">Solidarity has been everywhere. On September 22, for instance, at a rally in nearby Dayton, Ohio, Xavier Johnson, the Pastor of Bethel Baptist Church,&nbsp;<a href=\"https:\/\/www.daytondailynews.com\/local\/dayton-group-shows-support-for-haitian-neighbors-springfield\/MFZRAO2ZDVHQDOKREMFTXELKLQ\/\">told the crowd<\/a>&nbsp;that rejecting harmful anti-immigrant discourse \u201cbegins with actions like this \u2014 with us showing up and saying, you know what, that\u2019s not who we are. This is not what we do. It is unacceptable, and we reject it.\u201d<\/p>\n\n\n\n<p class=\"\">The&nbsp;<a href=\"https:\/\/ohioimmigrant.org\/\">Ohio Immigrant Alliance<\/a>, which is active in supporting Haitians, has set up a new page,&nbsp;<a href=\"https:\/\/www.oneloveohio.org\/stories\">One Love Ohio<\/a>, to collect solidarity messages and reporting \u2014 including a message from Springfield native and celebrity John Legend.<\/p>\n\n\n\n<p class=\"\">As we know from past experiences, the struggle will have ups and downs. The same period that is inspiring solidarity is also galvanizing the far right. Trump proclaims&nbsp;<a href=\"https:\/\/abcnews.go.com\/Politics\/trump-vows-mass-deportation-migrants-springfield-dismisses-threats\/story?id=113661663\">he will push for<\/a>&nbsp;\u201cthe largest deportation in the history of our country,\u201d starting with Springfield \u2013 and the GOP and far right is continuing to scapegoat Haitians. Thankfully,&nbsp;<a href=\"https:\/\/www.newsweek.com\/springfield-ohio-trump-visit-1957958\">Trump canceled plans<\/a>&nbsp;to visit Springfield, and a so-called&nbsp;<a href=\"https:\/\/www.facebook.com\/events\/3429447467359469\">\u201cPissed Off Americans March\u201d<\/a>&nbsp;planned for September 28 fizzled out. Some members of the openly neo-Nazi Blood Tribe&nbsp;<a href=\"https:\/\/thebuckeyeflame.com\/2024\/09\/29\/an-open-letter-to-the-nazis-who-showed-up-to-yesterdays-grove-city-pridefest\/\">did march<\/a>, apparently arriving there after&nbsp;<a href=\"https:\/\/thebuckeyeflame.com\/2024\/09\/29\/an-open-letter-to-the-nazis-who-showed-up-to-yesterdays-grove-city-pridefest\/\">trying to disrupt PrideFest<\/a>&nbsp;in Grove City, but it seems they were largely ignored.<\/p>\n\n\n\n<p class=\"\">There is a strong basis for unity, but our work is cut out for us.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>A Bipartisan Project<\/strong><\/h2>\n\n\n\n<p class=\"\">We are justifiably outraged by the open racism being expressed by Trump and Vance. But the current conditions of Haitians in the U.S., and attitudes toward them, have been the result of a long bipartisan project.<\/p>\n\n\n\n<p class=\"\">As Haitian American writer Roxane Gay put it in&nbsp;<a href=\"https:\/\/www.newyorker.com\/news\/the-lede\/the-haitian-question\">\u201cThe Haitian Question\u201d<\/a>: \u201cThe history of Haitian immigration to the United States is that of politicians and administrations on both sides of the aisle fighting to keep Haitians out of the country, with equal cruelty. Only the names change.\u201d<\/p>\n\n\n\n<p class=\"\">In 2021, photographer Paul Ratje circulated&nbsp;<a href=\"https:\/\/www.npr.org\/2021\/09\/21\/1039230310\/u-s-border-agents-haiti-migrants-horses-photographer-del-rio\">dramatic and shocking photos<\/a>&nbsp;showing U.S. Border Patrol agents on horseback trapping Haitians trying to cross the Rio Grande. The Biden administration itself had to admit the images were \u201chorrific.\u201d And yet, Jake Johnston, Haiti specialist of the Center for Economic and Policy Research&nbsp;<a href=\"https:\/\/www.cepr.net\/biden-continues-trumps-policy-in-haiti-despite-bipartisan-congressional-pushback\/\">wrote at that time<\/a>, \u201cunder the Biden administration there has been no sign of significant change in policy toward Haiti. Though the Biden administration did grant Temporary Protected Status (TPS) to Haitian migrants this spring, in its first few months in office, the new administration deported more Haitians than the Trump administration did in the entirety of fiscal year 2020.\u201d<\/p>\n\n\n\n<p class=\"\">Ratje\u2019s photographs painfully remind us that the targeting of Haitians at the border draws from long U.S. histories of anti-immigrant policing, anti-Black slave patrols, and anti-Native settler violence.<\/p>\n\n\n\n<p class=\"\">As with many immigrant groups, struggles around immigration policy for Haitians are extensions of U.S. intervention in their own countries. The demonization of Haitians by the U.S. ruling class goes back centuries, to the Haitian Revolution from 1791-1804.<\/p>\n\n\n\n<p class=\"\">Reverend Johnson who addressed the rally in Dayton on September 15 knows this history. He&nbsp;<a href=\"https:\/\/www.daytondailynews.com\/local\/dayton-group-shows-support-for-haitian-neighbors-springfield\/MFZRAO2ZDVHQDOKREMFTXELKLQ\/\">wore a shirt<\/a>&nbsp;that read \u201cHaiti: Freedom began with us\u201d \u2013 noting that Haiti was the first nation to abolish slavery.<\/p>\n\n\n\n<p class=\"\">The Haitian Revolution drove out the French colonizers and enslavers in 1804 \u2013 not long after the U.S. and the French declared themselves free of monarchical rule. But, as Ayendy Bonifacio, a scholar at the University of Toledo,&nbsp;<a href=\"https:\/\/nacla.org\/anti-haitianism-springfield-scapegoating\">writes<\/a>: \u201cInstead of celebrating Haiti\u2019s historic uprising, the U.S. media painted it as a dangerous contagion spreading from the Caribbean, threatening to infect the United States with notions of Black rebellion and social upheaval.\u201d<\/p>\n\n\n\n<p class=\"\">The U.S. and French \u201cdemocracies\u201d fiercely opposed the Haitian Revolution, with the U.S. particularly concerned about its influence on free and enslaved Black people. As historian Leslie Alexander documented in&nbsp;<a href=\"https:\/\/www.press.uillinois.edu\/books\/?id=p086908\"><em>Fear of a Black Republic<\/em><\/a>, they were right to worry: Haiti became a constant inspiration and presence in Black revolutionary and internationalist thought.<\/p>\n\n\n\n<p class=\"\">Once Haiti became a Republic, the U.S. and France&nbsp;<a href=\"https:\/\/www.npr.org\/sections\/money\/2021\/10\/05\/1042518732\/-the-greatest-heist-in-history-how-haiti-was-forced-to-pay-reparations-for-freed\">did all they could<\/a>&nbsp;to break the new nation. Thomas Jefferson isolated the country diplomatically while France forced Haiti, at gunpoint, to pay a huge sum&nbsp;<em>as reparations for the loss of French property<\/em>&nbsp;to preserve its independence. The resulting debt crisis has contributed to Haiti being the poorest country in the Western Hemisphere. It took Haiti 122 years to pay off the loans,<a href=\"https:\/\/www.youtube.com\/watch?v=PdDcV6pgqIg\">&nbsp;taking 80 percent of its revenue<\/a>&nbsp;during this time period.<\/p>\n\n\n\n<p class=\"\">It is these conditions of global inequality that lead migrants to uproot their lives to travel to wealthy countries \u2013 in other words, the countries enriched by slavery, colonialism and settler colonialism. Many immigrant rights protesters, reversing the racist logic that immigrants should \u201cgo home,\u201d reference this when they repeat a slogan often chanted at demonstrations: \u201cWe are here because you were there.\u201d<\/p>\n\n\n\n<p class=\"\">Understanding imperialism and border policies together, we can outline some key moments in the U.S. relation to Haiti over the years, including: the direct&nbsp;<a href=\"https:\/\/history.state.gov\/milestones\/1914-1920\/haiti\">occupation of Haiti<\/a>&nbsp;by the U.S. (1915-1934); its full&nbsp;<a href=\"https:\/\/www.nytimes.com\/2021\/12\/19\/us\/politics\/us-haiti-intervention.html\">support for the brutal dictatorships<\/a>&nbsp;of Francois \u201cPapa Doc\u201d Duvalier (1957-71) and Jean-Claude \u201cBaby Doc\u201d Duvalier (1971-1986); its&nbsp;<a href=\"https:\/\/nacla.org\/anti-haitianism-springfield-scapegoating\">restrictions on Haitians<\/a>&nbsp;fleeing these dictatorships in the 1970s and 1980s, including holding thousands at Guantanamo Bay; the U.S. invasion of Haiti in 1994, after the coup against Jean-Bertrand Aristide, resulting in&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/archive\/politics\/1995\/01\/11\/un-refugee-agency-says-us-violates-standards-in-repatriating-haitians\/fa5fd302-4cba-4169-aac0-3b751ae84f63\/\">thousands of Haitians<\/a>&nbsp;being deported; and the U.S. invasion in 2004&nbsp;<a href=\"https:\/\/www.blackagendareport.com\/haiti-20-years-after-coup\">after a coup against Aristide<\/a>, which he claimed was orchestrated by the U.S.<\/p>\n\n\n\n<p class=\"\">And so, the U.S. is not only directly involved in Haitian affairs, but has kept out and criminalized those who have sought to leave. As Gay&nbsp;<a href=\"https:\/\/www.newyorker.com\/news\/the-lede\/the-haitian-question\">reminds us<\/a>: \u201cAs Haitians tried to escape the tyranny of the Duvalier dynasty, an autocratic dictatorship, then-President Jimmy Carter, perhaps one of the most beloved U.S. Presidents, instituted the Haitian Program. Haitian migrants were put in jails, denied work visas, and denied asylum claims.\u201d<\/p>\n\n\n\n<p class=\"\">Given the long history of white supremacy and imperialist arrogance in the U.S., even anti-interventionist positions by politicians have been driven by calculation of U.S. interests, not anti-imperialist values.<\/p>\n\n\n\n<p class=\"\">For example, while arguing against Bill Clinton\u2019s planned invasion of Haiti in 1994 and advocating a focus on Bosnia instead, a Democratic Senator on the Foreign Affairs Committee named&nbsp;<a href=\"https:\/\/www.nytimes.com\/2021\/12\/19\/us\/politics\/us-haiti-intervention.html\">Joseph R. Biden said<\/a>: \u201cIf Haiti \u2014 a God-awful thing to say \u2014 if Haiti just quietly sank into the Caribbean or rose up 300 feet, it wouldn\u2019t matter a whole lot in terms of our interest.\u201d<\/p>\n\n\n\n<p class=\"\">Not too far from Trump\u2019s insulting reference to Haiti and African nations&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/white-house\/trump-referred-haiti-african-countries-shithole-nations-n836946\">as \u201cshithole countries<\/a>\u201d in 2018.<\/p>\n\n\n\n<p class=\"\">With the assassination of the Haitian president Jovenel Mo\u00efse in July 2021, a deadly earthquake in August, and spiraling gang violence, Biden opened the door to Haitian refugees and asylum seekers to come to Springfield through the TPS program.<\/p>\n\n\n\n<p class=\"\">But in this same period, as mentioned above, Biden\u2019s border policies led to&nbsp;<a href=\"https:\/\/www.tpr.org\/border-immigration\/2021-09-19\/hope-and-despair-in-del-rio-as-biden-administration-begins-expelling-migrants-from-massive-border-encampment\">thousands of Haitians<\/a>&nbsp;being sent back, having been refused asylum.&nbsp;<a href=\"https:\/\/www.tpr.org\/border-immigration\/2021-09-19\/hope-and-despair-in-del-rio-as-biden-administration-begins-expelling-migrants-from-massive-border-encampment\">It is in this context<\/a>&nbsp;that the Border Patrol scenes on horseback emerged and went viral.<\/p>\n\n\n\n<p class=\"\">The U.S. continues to play a role in the bloodshed in Haiti, both in terms of gang activity and political violence. Haiti has no gun manufacturing factories, and the armed clashes are maintained by the flow of<a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/mar\/14\/haiti-gang-violence-us-guns-smuggling#:~:text=%E2%80%9CEasily%20accessible%20firearms%20from%20the,police%20and%20modest%20security%20agencies.\">&nbsp;weapons being trafficked from the United States<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u201cYou Belong Here\u201d<\/strong><\/h2>\n\n\n\n<p class=\"\">On September 13, the artist Janel Young&nbsp;<a href=\"https:\/\/www.whio.com\/news\/local\/you-belong-here-mural-unveiled-springfield\/VTSOCBBKU5HGNIXF4EH2Z45OPY\/\">unveiled a new mural<\/a>&nbsp;in Springfield called \u201cYou Belong Here.\u201d A collaboration between the Springfield Public Art, Westcott House and S<a href=\"https:\/\/www.facebook.com\/springfieldcityschooldistrict?__cft__%5B0%5D=AZW5dDy9QBp0oWeZ_kSEpv0cSTliYgby5Xt_r_ZYdrjkJzFQjBzvYkDNmxje2PE_8zzQbLeUziiEPz27yXXm-Lm0dyvgarn_aa3Xg2zJotcmrHfoRvjLmeLd9hqSS5EJBeReMrF6tFEb9fXacSANQG5ogbi5SIyiTvYQjYw_W-DdfgDJoeGaohzqBv9j48Hmb8o&amp;__tn__=-%5DK-R\">pringfield City School District<\/a>, the mural \u2014 a year-long-project \u2014 was designed&nbsp;<a href=\"https:\/\/www.instagram.com\/p\/C_5oQjVx2GU\/?igsh=MTNwN3UzZDBqbDc0eQ==\">for a specific purpose<\/a>: to be \u201cvibrant, eye-catching, and inviting for youth, family, and residents, reflecting the shift in Springfield\u2019s culture and community.\u201d Community groups were involved in the project from the beginning, and identified one of the goals as remembering the past while also its \u201cgrowing cultural diversity while looking to the future.\u201d<\/p>\n\n\n\n<p class=\"\">In a Facebook<a href=\"https:\/\/www.facebook.com\/share\/p\/US8P6UNQndkP3B5w\/\">&nbsp;post<\/a>&nbsp;about the new mural, Westcott House noted: \u201cWhile America was waking up to confusing news about Springfield, Ohio, we were preparing to celebrate the factual goodness that is palpable in our community these days.\u201d<\/p>\n\n\n\n<p class=\"\">Revered Banks told me that since \u201cthe challenges that Springfield faces have existed before the current national spotlight,\u201d many different groups have been working together, multireligious and multiethnic, to create \u201clong-term, sustainable solutions.\u201d The religious community has pledged to create spaces for building relationships and allowing necessary \u201ccultural education\u201d to take place: \u201cSeveral churches, English and Haitian Creole speaking, are strategizing how to bring different people together in order to build bridges.\u201d<\/p>\n\n\n\n<p class=\"\">These words resonate for me, both as a second-generation Desi with strong ties to Brown immigrant communities, and as someone who moved to central Ohio 20 years ago from the East Coast. I recognize the necessity to always build bridges and unite, as well as the warmth in the people I see around me every day \u2014 the hopeful confidence and the willingness to do the work.<\/p>\n\n\n\n<p class=\"\">Trump and Vance \u2014 with a&nbsp;<a href=\"https:\/\/truthout.org\/articles\/vance-admits-to-creating-stories-about-haitian-immigrants-stoking-hate\/\">completely cynical attitude<\/a>&nbsp;toward questions of truth \u2014 appear desperate to undermine all such efforts being made in Springfield to bridge the gaps between people. They are preying on people\u2019s real questions about social services in Springfield, trying to turn white anger against their Haitian neighbors.<\/p>\n\n\n\n<p class=\"\">In terms of material support, DeWine has taken an important step,&nbsp;<a href=\"https:\/\/spectrumnews1.com\/oh\/columbus\/politics\/2024\/09\/10\/dewine--allocate--money-\">earmarking $2.5 million over two years<\/a>&nbsp;to provide more primary health care for migrants and ease the pressure on the system. His gestures, like visiting a Springfield Haitian restaurant on September 22, have been&nbsp;<a href=\"https:\/\/www.facebook.com\/share\/p\/wo6yvekJJNLoFPNg\/\">appreciated by the community<\/a>. But he has also sent an influx of troopers to Springfield, allegedly to protect schools and help with traffic \u2014 although history has shown us that more police does not equal more safety.<\/p>\n\n\n\n<p class=\"\">Support for services that meet the needs of the people are crucial while we struggle, together, against hateful and divisive rhetoric that does absolutely nothing for anyone.<\/p>\n\n\n\n<p class=\"\">The incredible capacity of Springfield\u2019s people for solidarity and empathy is demonstrated&nbsp;<a href=\"https:\/\/apnews.com\/article\/haitian-immigrants-vance-trump-ohio-springfield-d119b387175434c08597784ba82860ed\">in the statement of Nathan Clark<\/a>, the father of the child slain in the August 2023 bus accident mentioned above. Forcefully pushing back against Trump and other politicians for using the name of his son, Clark gives a glimpse of the heart many in Ohio have to pull together.<\/p>\n\n\n\n<p class=\"\">In the end, this heart and commitment to unity is what gets us past the abyss. As&nbsp;<a href=\"https:\/\/haitiantimes.com\/2024\/09\/17\/haitian-media-narratives-tech-4\/\">Neel writes in&nbsp;<em>The Haitian Times<\/em><\/a>, \u201cIt\u2019s the actions of regular Black, brown and white residents coming together to stand with the Haitians that will have the biggest impact.
