Open record requests detail the racist and corrupt police force in the City of Fond du Lac WI and the partisan hack District Attorney Eric Toney who continues to protect the injustice system in the city for which he holds the strings.
This submitted report will detail the racist, sexist, and homophobic attacks that Fond du Lac Police Detective William (Bill) Ledger unleashed on people who he considered his political enimies. It will also reflect on the corrupt practices of the Fond du Lac Police force and its officers who continue to protect its ‘Thin Blue Line’ from the top of its ranks and all of the way down to the bottom. It will also detail the complacency and collusion of Fond du Lac District Attorney Eric Toney.
With the retirement of Police Chief Bill Lamb, and DA Toney’s hope to achieve higher office, it appears that the City will attempt to avoid accountability with potential civil right lawsuits. This open record report obviously hides the true extent of Detective Ledger’s corrupt practices and is also obviously shielding the City from accountability through the inaction of District Attorney Eric Toney.
Twenty-two-year police veteran and ranking detective Bill Ledger has now been fired and is known as a disgraced former member of the Fond du Lac Police force. Most recent reports indicate that Ledger is now a delivery driver for Badger Liquor of Fond du Lac. The fact that he is not behind bars is more than outrageous. The continuation of this blog submission will detail and highlight the corruption and racism that was a common practice by detective Ledger and by DA Toneys own words ‘the vast minority of law enforcement officers in the city of Fond du Lac’.
The report does not mention the countless victims who are now behind bars due to the combined collusion of DA Toney and Detective Ledger for the past 10 years. Each and every case that Detective Ledger gave testimony to in the Fond du Lac court system needs to be reopened and the incarcerated victims need to be freed from the prisons and jails all across the state of Wisconsin. Reparations will also be expected in monetary form to these victims due to these civil rights violations. Ledger seems to be a glaring liability against the Police Department and the City of Fond du Lac in general, and it seems like this was a known, chronic problem that was allowed to continue for the sake of maintaining appearances and to avoid attracting unwanted scrutiny from the public or outside agencies. The Fond du Lac District Attorney’s office led by Eric Toney is to blame for these constitutional right violations.
Fond du Lac District Attorney Eric Toney hopes to achieve the same anonymity that now retired Police Chief Bill Lamb has accomplished. While Lamb simply retired in the middle of this scandal, Toney hopes to achieve the same result. Toney wants to achieve higher office while washing his hands of any responsibility for his knowledge of Ledger’s behavior and his failure to confront and correct the problem. District Attorney Eric Toney is a partisan political hack who holds a nonpartisan position. Toney now hopes to gain higher nonpartisan office as our State Attorney General where he will continue to protect corrupt and racist police officers and serve no citizen of Wisconsin.
While District Attorney Eric Toney has been seen campaigning with Critical Race Theory skeptic Kevin Nicholson Of No Better Friend Corp who is considered an enemy of the working class and the enemy of our marginalized and oppressed communities. Together District Attorney Eric Toney and Kevin Nicholson toured our state promoting racism and anti Critical Race Theory rhetoric while hiding behind the walls of private country clubs. This tour was labeled ‘Backing The Badge and Building Bridges Tour’ This tour was funded by, and attended by far right, anti union, anti working class, and anti reform groups at its highest level. The Police Unions protect dirty cops on a daily basis across this entire country while they hide behind their ‘Thin Blue Line’ and Fond du Lac District Attorney Eric Toney is now guilty of the same. It is more than apparent that the ‘Thin Blue Line’ is thriving in the city of Fond du Lac WI.
Aside from the above letter from District Attorney Eric Toney to new Fond du Lac Police Chief Aaron Goldstein, the Wisconsin Division of Criminal Investigation’s report is heavily redacted and often repetitive. Ledger’s corruption is noted in vague terms that do not fully reflect the full scope and details of his behavior. Ledger appears to have protection from the highest elected offices of the state and the City of Fond du Lac. Eric Toney’s failure to hold Ledger accountable for cheating his time cards also failed to protect taxpayers from footing the bill for that wage theft. Toney is now compounding that failure by trying to shove countless facts under the rug to protect both himself and Ledger from facing accountability for corruption and racism in the Fond du Lac Police Department.
The report details only six of the ‘more than a dozen times’ that Detective Ledger violated the privacy of the City of Fond du Lac citizens by running license plates and giving the privileged information to his political buddies. In his report, Toney chose to reveal only a select few of the hundreds of unviewable racist and sexist content made by Ledger, and also withheld hundreds of Ledger’s known text messages with similar inappropriate content. This is not transparency. This is collusion and is also highly illegal and unethical.
The open record report also shows that Detective Ledger shared privileged information with well-known racist online trolls who are local to the City of Fond du Lac. These trolls that Ledger worked with and shared confidential information with have been harassing the most marginalized members of our community for years with racism, sexism, homophobia and also threats of violence. These people who Ledger worked directly with have been also trying to identify Anti-Fascist activists and any other outspoken member of the community. District Attorney Eric Toney has not been transparent with all of the individuals whose identities have been leaked.
Detective Ledger is also exposed in this report with outing Fond du Lac County Sheriff Detective Eric Mullenbach as a mole. Mullenbach admits in the text exchange that he ‘leaked’ sensitive information to Ledger. Mullenbach requested that Detective Ledger not say too much about anything and that they (Mullenbach/FDL Sheriff Department) ‘run to you guys with everything’.
Ledger also exposed fellow Fond du Lac Police Detective Steve Kaufman as ‘the mole on our side’. Ledger’s final text in the exchange with Mullenbach read ‘don’t you know a good little soldier keeps his mouth shut and does not talk about mistakes and the department’s dirty laundry. Idiots over there starts with #1 and #2’.
Ledger was known to be corrupt and a liability to both the integrity and fairness of specific investigations and to the ethical operation of the Fond du Lac Police Department itself. District Attorney Eric Toney was aware of Ledger’s detrimental behavior, his failure
to address it, and his desire to cover up that inaction for the sake of his current political campaign is scandalous. The level of harm Ledger caused to public trust of the Fond du Lac Police Department’s operations, his damage to officer morale, personal security, and job
performance has proven to be shocking to say the least. It needs to be made clear what has been revealed about the state of the Police Department and how Ledger and Toney contributed both directly and indirectly to those conditions. Toney’s actions as District
Attorney regarding Ledger shows his lack of fitness to serve as State Attorney General.
Ledger is quick to point the blame for his misgivings on private citizens and an elected Councilperson.
Ledger, from the viewpoint of the reader of the document, is enveloped in a circle of people who shielded his misconduct from surfacing. Ledger’s circle was wide. It included more than just members of law enforcement, even extending upwards to locally elected officials as well as former members of management/administration at the City level.
Update: Facebook user Scotty Siefert disclosed on Saturday morning that “…he (Ledger) got his payday.” There was no payday for the people who were wronged by Ledger. There was no payday for the citizens he harassed or the defendants who were incarcerated based on evidence that is now and will always remain questionable. Instead, the community ultimately footed the bill that gave Ledger financial peace of mind. Where is the peace of mind for those he wronged? Where is the peace of mind for the private citizens who were unknowingly stalked by Ledger?
